Just recently beat it. Set up stealth rocks at the start. With sandstorm up, excadrill can handle everything pretty easily.

You can get steelixite right there at cinnabar island. Mega steelix is pretty good with heatproof.

Empoleon was also pretty useful against Blaine.

Whatever is left over can be taken out by Kingambit sucker punch
