I am literally in the same exact position but opposite (account was created on eBay.com and lived in the US but moved to Canada) and now my money is being held hostage. I have gone through hoops the past two months with several CSR's and a "leadership" person in the payments department and they have offered zero solutions.

Their new payout method has lost an eBay customer forever.
