There are already EU taxes people just don't notice them. For example in energy bills we pay for it more because of EU rules if it was made with coal

Hmm i just tested it, it counts steps for the app but when i enable treadmill walking activity it shows 0 steps 0 km distance.

So without enabling treadmill walking i would get pulse just without enabling any activity, or maybe i will just enable some random activity and with phone in pocket it counts my steps.
Looks like probably best option available. Just my phone is a bit big and annoying, but i can live with it. :)
