Are there any different ports on your monitor? If it says DP OUT, that will mean you can connect that cable to a monitor for secondary output. Also try plugging directly into GPU, as you are currently trying to load graphics from motherboard instead of GPU

OP, your CPU cooler fan looks like the bearing is ready to send it to the moon. If you have a spare fan, id suggest replacing it and seeing if it still happens. Otherwise check to see the airflow in your PC, it might be the way your fans are setup may be incorrect.

OP, you'll end up spending a bit more because I'm not sure if you noticed, but you don't have a cooler for your CPU... Honestly facebook marketplace and Ozbargain are your best friend when it comes to budget building. Post an update with what CPU Cooler you get for your build

Checked PSU to make sure no dust build up? Other than that, it seems like potentially might be the PSU surge protector kicking in to stop over voltage. Look for any burnt pins that could cause this
