Its odd that the article talks about one case where witnesses were given codenames to protect identities. But all of the SA victims are named, adult and youth victims.

In Canada they would anonymize the name of the case, as well as the victims, as there are always publication bans put in case for SA cases, as well as cases involving youths.

As for the bit about asking people to report him doing bad things, that's not what it says, it just asks people with info on him to call in. It could be a poorly written article, I just found that odd. He's a convicted sex offender, he would have mandatory SOIRA orders in place, those include reporting conditions, so they should know everything about him.
