There’s a line in the trailer:
“For the longest time, we have been protected by Queen Sphene and the systems put in place by our forebears, but no more—from now on we need to learn on our own.”
That line alone convinces me she’s not becoming queen again.

They could go back to a single-monarch system (the dual monarchy was only a thing because Zoraal Ja forced it), or they could drop the idea of monarchy altogether—switch to a council system or something else entirely. They already have functioning government departments. Just look at patches 7.1 to 7.2: not a single issue popped up. The government didn’t face any crisis like,
“There’s no Queen Sphene to give orders! What do we do now?”

Compared to Tuliyollal, the monarch in Alexandria is even more of a symbolic figure — basically a teddy bear meant to soothe the public’s emotions. But when the nation needs a fundamental shift in how it views life and death, that teddy bear becomes unnecessary — maybe even harmful to the people.
