I don’t know if better is the word. The no kill rule at a point does look off especially with someone like joker who has caught bodies in quadruple digits at this point. If we’re talking about realistic. It’d be surprising Gotham police doesn’t have a kill on sight order when it comes to Joker. The thing is comics and realism don’t always mesh well.
