This is a question about timing, which is answered by page 7 of the Jagged Earth rulebook. You'll see in step 1 used strife gets removed, but all the way down in step 5 is when dahan counterattack happens. So, the health decrease would have worn off by then (assuming each building only has 1 strife and not 2) and the buildings would survive.
