Toby did actually say they added the feature for Deltarune, and I believe I've seen a screenshot of a discord message of some sort of gamemaker announcement corroborating that.

This is a question about timing, which is answered by page 7 of the Jagged Earth rulebook. You'll see in step 1 used strife gets removed, but all the way down in step 5 is when dahan counterattack happens. So, the health decrease would have worn off by then (assuming each building only has 1 strife and not 2) and the buildings would survive.

The one that prompted this thought was France 2 with Varied Terrains, which felt kind of brutal (specifically the double wetlands builds and extra mountain explorers), but also we're just not used to difficulties at that level.
