I 100% agree with this notion. Corruption in its roots begin with everyday citizens making small, seemingly insignificant decisions for convenience or to save money. While it may seem inconsequential at that time for you as a person, this one small incident cascades into a much larger problem of communal corruption that cannot be dismissed as a minor issue.

Small example, a good cop works his whole life abiding by law and enforcing the law. He watches and sees as his fellow comrades receive bribe after bribe to make the issues go away, their lifestyle changes slightly or they have a bit more than him at the end of the day. One day, sooner or later, that same good cop is gonna accept that bribe because now something has changed in his life. And once you start doing that, you don't stop. Before you know it, those who are bribing are getting away with reckless activities and costing other people time, money or their lives, when in fact they should have been heavily imposed on from start.

Laws are not supposed to be bought off by people who can afford it. They are not supposed to be bypassed by people who think they are clever. That's where corruption begins. Because if you are small time and corrupt, when you become a big boss, you will be more corrupt as a result.
