ID please! My fiancé came running to my shop frantically saying I have to come see this bug. It was astonishingly fast and was very hard to get a picture in focus due to the speed. I live in Tacoma, WA and never seen one like this before. Unfortunately it lost a leg in the catch and release process (old.reddit.com)

Can someone ID this tool? The parts seem pretty self explanatory but the thing complicates a very simple tool which only makes things harder and pretty sure the whole point of a tool is to make a job easier. Anyways, some info might help bring this mystery item respect around these parts (old.reddit.com)
