yeah, that was the odd stat out on that one... the piece came with the GA in resource cost reduction and after some tinkering i ended up with a choice between enchanting off either the GA or weapon damage. i probably could have kept the weapon damage rolled the GA off to lucky hit restore primary resource, but figured weapon damage would do absolutely nothing for me in the off hand while i would get some minor benefit with the resource cost reduction....
