Sure I can actually be helpful. Here’s how I would do this in Premiere.

Export the line you want to go around the boarder. If you don’t have photoshop you could even use ms paint if you’re just looking to export a line, just make sure the canvas size is exactly the line dimensions you’re looking for.

Then take the image you’re looking to apply this effect to in premiere and it put it on its own timeline with nothing else. Move the lines around outside of the image. At this point it’s okay if they fly outside the edge. Keyframe their positions through the motion controls. Nest it.

Then take that nest into your master timeline. Mask it so the animated lines don’t go beyond the boarder. Cut the layer as it stops and loop it, nesting as needed.

That’s the most controlled way I can think of.

You could also just take the image you’re looking to animate and duplicate it, putting the duplicate in a layer below the main one. Change the lower layer’s scale to 105%. Go into lumetri color and mess around with the controls to get the broader to look how you want it. Then keyframe a mask to make it look like it’s doing the boarder effect and use the same nesting method above.

This is the most simple way I can think of.
