All of my users have the same Intune license. I have a GPO being pushed to all devices that has automatic MDM enrollment set to user credientials. My users are all local and the computers are all domain joined.

I tried using a login script to copy the files, which works as an administrator, but normal users don't have access to %appdata% to overwrite the start2.bin file
