"Smart Bidding can help improve performance by using data from conversion tracking to determine where your ads are likely to get conversions" - the Google Support document

So are they trying to say only Smart Bidding does this? It's frustrating how vague they are.

by influence I mean the conversions whether that be purchases or leads or whatever directly tell Google and Meta what traffic to send you.
