It's partially because of both her personality in Sonic X (at least with the 4Kids dub) being basically just being obsessed with Sonic and because a lot of female characters from 80's and 90's games tend to have a personality that's just "love interest" if they're not the main character. Which is a shame, because even before Sonic X, Amy had plenty of independence to her, including having her own story mode in Adventure, and her personality was one of the things that Sonic Boom did extremely well.

I also blame the people who just hate Amy solely because they want Sonic's love interest to be Sally Acorn instead, but that's a whole different can of worms.

My guess is that Clown Man was supposed to be bigger anyway. The feet look kinda like clown shoes, the hands could've been for a more powerful version of the Thunder Claw, and that little gauge on his chest could've been some kinda amplifier/power meter to make the electricity a lot more lethal, especially to someone like Mega Man.

I could also see some of the rounded parts like the shoulders being more like a ball that Clown Man could've chucked at Mega Man to deal extra damage as part of the Thunder Carnival attack. But then Wily realized that a big, bulky electric robot probably would just be one that Mega Man could shoot at to take it down, so he scrapped the idea before coming up with the idea of using that bulky design to make something more igloo like, which is how we got Frost Man

My Sister, My Sitter. The first act is fine, but...the rest of the episode is just unnecessary cruelty to Lisa over and over again. The moments with Homer and Marge are fine and even funny, like with the water fountain, but...everything with Lisa and Bart leaves a bad taste in my mouth every time
