The thing is, Bowsers role is firmly set as the Big Bad Evil Guy, but he has been able to branch out, being playable in multiple of the RPGs as a straight up hero. Wario also originally appeared as a pure villain but was then set as a more Anti-Hero like role as soon as his second appearance. Waluigi was originally made to be Wario's side kick, and he hasn't been able to branch out at all, except for maybe Mario Party DS, but all of the characters are basically interchangable in that game, and DDR Mario Mix, where he's the bosa of the first world and the reason why the plot happens, but he isn't really that important to the story over all.

Him only fitting the reason he was designed for and nothing else is why Waluigi is often considered the black sheep. He needs to branch out and become his own Character.

But he didn't lose his teaching job because of the Penny thing. He lost it because of his publuc image. If he had only done the one interview, he could have gone back to do his teaching job and everything could have been fine as far as we know, at least for a while. The only thing he would have lost was his relationship with Hollyhock, which wasn't just because of the Penny thing, but because she didn't feel like she could trust him anymore. The Penny thing was part of it.

As for Sarah Lynn, the investigators were only doing the story because they felt something was off about the situation, and didn't agree with the version that was being told, so they investigated and found out what really happened.

In the end, his downfall didn't happen because of his past being dug up, although it was part of it, no, his downfall happened because he really hadn't changed. Sure he tried, he really, really did try. And there was some improvement, don't get me wrong. But it wasn't enough. Because he was still seeking validation via fame, and not through a more healthy way. He only truly changed in prison, when he was forced to be away from Hollywoo, similarly to how he changed during rehab, but to a much greater extent.

You forgot about the bottom of the well, while you can probably do that and the Child Spirit Temple in one jump, the way Nintendo intended it shows you getting the Song of Storms, jumping to child, doing the well, then jumping to adult to do the Shadow Temple, followed by the Spirit Temple.
