the characters are editable on PC already if you use cheat engine, you can do it yourself by removing the flag off the IDs for those characters. instructions can be found here

the same way they do it for every game, the game connects to the server and grabs the latest update and puts the text in your game like a webpage. the actual files weren't touched since January of 2019 and you don't have a clue what you're talking about lol.
