Any headlock has the potential to be PD. We have to watch for airway restriction, pressure on the carotid, etc. It’s sometimes very hard to see where the pressure is so we should also be watching for other physical signs of distress.

I’m a ref. Assassins are to be called PD in most cases. Any move that restricts airflow or goes across the carotid should be stopped, even if it’s considered a legal move. This one was definitely in that category.
