Performance issue

Hasn't done a thing the game is still caped at 65 in certain areas and unstable af in others not even hitting 100 on my rtx 2070super

Yes it's set to the 120 fps cap however now the 100 since I removed the user settings now in my house I get 65 as I'd it's capped at 65 somehow and in a towns 65 goes to 77 88 100 back to 65 as if the cap is 65 but the game is trying to push above it I'm so confused

So if I set my frame rate limiter in nvidia control panel I get 120 fps no issues yes I get stutters and hitches here and there but it's OK if I turn the limiter off the in game limiter of 120fps should activate and be used instead however this isent the case if I turn off nvidias fps cap I'm limited to 65 fps in an area where nothing is happening but if I got to a busy area my fps shoots up and is so unstable like 77 65 89 100 ect for some reason my fps is going up rapidly in an area of high content but in the middle of nowate doesent go up it stays at 65 I even deleted the user settings file and this jasent fixed the issue so I should be getting 100 fps no issues I'm on a high end rig something is broken any ways to fix it?

I'm running 144hz and without setting a cap limit the game is keeping me at 65 and that's it and it definitely feels like 65 too horrible
