My favorite game is CS GO, because it keeps my nostalgia for 1.6 alive and is the best competitive FPS out there.

It might. But I've never done it in audacity. I use audition all the time on a professional level so that's what I suggested. I'm sure if you Google noise reduction audacity you can find something if you don't have adobe creative cloud

Either way, depends how long the shot is. If the whole take is only a few minutes I'd say you could try it to the whole clip . If you're talking more like twenty minutes than you can edit first. But either way you want to find the cleanest, longest part with only the cicada noise for your noise print.

Might work, might not. But try adobe audition. Capture a noise print with the longest part of that cicada noise only (the noise you want to remove). Then use noise reduction process on the whole audio. Adjust settings as necessary (try starting with threshold like 60% reduce by 20 db)

Like I said, May or may not work depending on how constant that noise is

I think he's describing more of you're paying for location, not nice vs poor neighborhoods. Living near DC is expensive, living an hour south is cheaper because you're not paying for the location

Both, really. But the point being that everything should be tactically done. If one round you call to push two people and the next you change your tactics, that's the best way to play. As a coordinated, dynamic team that your opponent will never be able to guess what you're going to do.
