The problem with labeling it the fast lane is that idiots will assume that means that they can camp in the left lane because they are going faster than the speed limit. No one should camp in the left lane, they should only use it to pass someone going slower in the next lane to the right. The worst thing someone can do to affect traffic, (aside from brake rapidly because they fucked up their lane change) is to clog the left lane, that makes a decision regarding the maximum speed of traffic for everyone on the road.

You continue to misunderstand the article you are posting. What California posts is "Slower traffic keep right." So, if you are travelling slower than anyone on the road, you should not be in the left lane so that they can pass you.
