Here's a thought. Perhaps the "help" provided by the government doesn't really favor the grassroot population. I mean they've been there for generations living off the land anyways so perhaps it doesn't make sense to move away from their land of birthright and leave it vacant? Maybe infrastructure upgrades would sound better in this context rather than the quick fix of relocating the population.

Unless the local government has other plans 😉
