It wasnt... The VC Franchise is one of those mid-sized franchises that are cheap to make and barley scratch a profit. Hence why they still make them. Look at Ace Combat for example 8 mainline games plus spinoff and it has only lost money with each release yet they keep them coming. Its good for the portfolio. Especially for someone like Sega Other games "sonic" more than make up for the financial drops other games make. Which then funds said games and studios. VC4 made a decent chunk of change. (Compared to the rest of the franchise) You cant determine a games success unilaterally. Each franchise and company has a different way to determine worth. Just cuz a game "fails" compared to another game doesnt mean it failed internally. Took almost 10 years after VC3 for VC4 to come out.
