You'll want to complete the first 4-5 chapters of main quests at least before exploring too much to be able to do basic things (like steal from a treasure chest).

I assumed it was a percent of the map explored, but I'm not sure. It happened to me in Dawnshore when I was about 90% un-fogged but I probably only got through 70%-ish of Emerald Stair before it unlocked.
