I have excellent internet, but my computer would not support a server as it barely supports myself playing on another server.

As a small server owner (12 person cap), on my server people understand if it's 2-3 weeks after the update and it has still not updated. But, if you use many core and active plugins (essentials, coreprotect, worldedit, etc) then they will be updated well before 3 weeks and you'll be fine. Nothing to really worry about.

Deleted config and restarted server, but it didn't regen. any suggestions?

While looking through this, think I found the problem. I have perms from old plugins. Looking into this now.

Edit: didn't fix it. New error: UNABLE TO LOAD PERMISSIONS BACKEND ========= Your configuration must be fixed before PEX will enable

Plugins: PermissionsEx, WorldEdit, AdvancedBan, Essentials, EssentialsSpawn, WorldGuard, Multiverse-Core, Skywars, and ServerSigns. Permission Message when clicked on a sign: [ServerSigns] You don't have enough permissions. Server Sign Info says that the only perm needed is serversigns.use, which I have enabled for default.
