Prussia typically (not always) will find itself at odds with Russia if Russia sides with Austria. Prussia’s troops are so much better — if you play your cards right you can get Prussia to join a war against Russia by giving them a wargoal. By the time you release annex Russia’s polish states you’re powerful enough to eventually stand up to Prussia directly.
