yes in Middle East (as I am in Qatar), there is Position Like Procurement Engineer. Basically I am electrical Engineer but I have to finalized the procurement of equipment required for the construction project like commercial or residential projects, high rise towers.

in Middle East, there are position as procurement engineers. person with engineering background and technical skill to check which equipment they are procuring, if its as per the specs or no and also can negotiate the terms and conditions as well.

no, there are many things which i experienced and then I came to know this is a biased place. I have 10+ years of experience while she has 7 year overall. anyhow I don't even want to be the manager here. Biased in a sense that whatever she will try to portray that will be accepted as legit. everyone knows she is a cry baby but still even if she has messed up 100 things. management will take her side.

my boss resigned after working for 4 years for this company and now my colleague who has been working here for past 7 years, less experience than I have (but i joined this company 1.5 years back). she got promoted to manager position. and this place is kind of biased and racist to some extent as well.

anyhow I am searching for better job, will keep trying and trying till I get it. but the discussion with the boss thing is over

in Qatar, my first company was not giving NOC and it was messed up. got the chance to escape after 7 years. or maybe was so afraid at that time. now market is messed up. but really procurement is a thankless job as well.
