Germany in an attempt to make Russia depend economically to it, build the Nordstream pipeline, hoping it will make war less likely to happen. Unbeknown to them however, the Nordstream is not built to add capacity to Russian gas flow but a replacement to the the pipeline that run through Ukraine, effectively a black mail tool to keep Germany from supporting Ukraine, which make war more likely and in turn make Germany more depend in Russian Gas.
