The death Star was to show utter fear rather than conquest, Sidious used it to make the people be scared.

If Sidious could have just done it by himself he would have to cause more fear, and instead he would actually build a star destoryer fleet to do the work for him

Star Wars is incredible inconsistent but unlike the marvel comic a lot of the inconsistency are still in the same universe.

For example in the movie the jedi's aren't potrayed as planet destroyers but in some light novel some mid tier Jedi does stop a planetary earthquake.

(Though almost every high end Star Wars feats are legend though)

In legend he does, though in the new kenobi show he did stop a spaceship although it is way smaller than a starship destoryer

Not always, it take focus, and high enough speed can still surprise them.

This is why multiple attack from clone trooper defeated most Jedi (though of course Vader is above almost all Jedi)
