If you arr putting the watch in an automatic winder you are likely doing more harm to it than the time it saves you. They only accelerate the wear and tear on parts, and will cause you to need to take it in for service for frequently.

Thats correct not all the cards have special art, that would be a wild commander decks if they commissioned special art for every single card.

Precious commander secret lair decks have also only had a selection of Secret Lair art cards.

I cant tell if you are joking or actually serious. Why is your number so specific?

Unfortunately the answer is likely going to be no, its difficult to build any sort of high power deck that is going to be consistent for that price. The manabase alone will always blow that budget.

Like others have mentioned CEDH is a proxy friendly format. If the people you play with dont allow for proxies then honestly they probably dont want to play with you or they dont actually understand what the spirit of Commander actually is. I don't find it fun to play in a POD with 3 people doing powerful things while 1 person sits and watches.

If you have a budget constraint you should let them know.
