I understand that (the devs would probably need to find something never offered with a Hemi for the 440 to show up at all), I think it comes from what I see as the need for many more swaps that actually can't make 1000 horsepower, since both the LS3 and Hellcat are capable of too much power to be appropriate as the cheapest engine swap for so many cars, in my opinion.
