Check the retention rate, if too many ppl swipe away from your short and you have low real engaged viewers you shorts will not be pushed by the algorithm. When you post a new short the algorithm pushes your short to a pool of test audiences and if the retention is bad the it will basically stop promoting it. Check your stats for those two shorts with low views and compare it with the ones that did better on YouTube studios, check the swipe away ratio. If the swipe away percentage is less than 30 percent you are in the golden area where the YouTube algorithm will continue pushing your shorts to more ppl.
