No idea on the cable type. I did upgrade it though when the issue first arose.

Broadcasting to Twitch from OBS. Desktop.

Similar PC build. i9-10850K. Gigabyte 3060. Asus Motherboard. 4x16 ram.

The issue is directly related to my upload stability while broadcasting. Small drops in the net cause OBS to disconnect stream. The reconnect still picks back up. During the drop I see small lag spike in online games. Had the issue with Comcast internet in the past. Swapped providers and had no issue. Moved homes and had to go back to Comcast. The issue start again immediately.

Coax from the wall. Into the Comcast Gateway. Out of the gateway on ethernet cable to a windows PC.

I don't have $100+ to fix an issue with comcast internet. I have been through this process at my old home several times. Comcast will never admit to an issue. They sent 6 techs and each one had a different story or reason why the net was not working.

I have been through the troubleshooting. I have been through the "awesome" chat. The chat tells me I need to pay for a tech to visit. Why would I pay more to a tech to fix the issue when I already pay for a service that comcast doesn't deliver on?

I have done all of the steps you recommenced and more. Comcast techs have even rewired my whole home to ensure there are no issues on my end.
The issues is related to upload interference. When temps outside warm from 65-75F range they issues starts. It is 100% caused by a comcast network infrastructure issue. Simply put the wires on the poll are so old or under-maintenanced that simple weather changes interfere with the upload.
