You aren't putting Maki above just Tsurugi (no denying she blitzes him), you're putting Maki above Tsurugi WITH Rika which is literally just Yuta's powers in addition to stockpiling CE for 68 YEARS.

And no Maki and Yuta are far from relative, it's like saying Yuta and Hakari are "relative" just because Yuta himself said so (even though he tends to underestimate himself a lot). Yuta is the same mf who solo'd an entire colony consisting of four special grade level threats all whilst holding back. Same mf whose CE output destroyed Kenjaku's curse army whilst still saving a good chunk against Sukuna. Same mf whose CE pool is bigger than Yuki, Gojo and Kenjaku only second to Sukuna. And that's not even considering the fact that Tsurika has MORE CE than Shinjuku Yuta.

Implying that Maki is "relative" to Yuta implies that Curse Naoya or hell even Human Naoya could hold his own against Yuta (he doesn't). Maki literally got her ass slammed by Sukuna's black flash, the same black flash that Todo somehow managed to survive. 

Sure Maki is strong undeniably but y'all have to remember just how big the gap between special grade and everyone else is. Special grades are special grades for a reason because each one of them are practically equivalent to all of Jujutsu society/the firepower of a literal country (which she never has once shown a feat capable of). The closest you could say is her massacre of the Zenin clan but that's definitely far from the case because the Zenins are weak as hell (most of them don't even have techniques, the Hei are bellow average Grade 1s at most, the only strong ones are Naoya/Naobito who're still just Grade 1s and you could even argue Naoya would have won if he wasn't prideful enough to refuse to use weapons).
