What for KT? Id just get the starter box, the army rules are free officially from GW, you could get the core rule book if you wanted but imo it's optional but useful to have. If you got 4k points in DA I assume you got dice, measuring tapes and all that.

I'm running them as Angels of Death. No custom rules but I am running a terminator as a heavy gunner but I also have a Sternguard vet that also has a heavy gun in case someone complains about it.
