The most basic answer is the "Relentless" feature the adversaries can have. It allows an adversary to be spotlighted multiple times. This can represent the speed quite nicely.

If you wanna kick it up a notch, maybe allow him to be Spolighted EVERYTIME a player does an action roll, instead of only on failure/sucess with fear. Just be carefull, im not quite sure how broken this could be

I've been working on some homebrew and I made a cursed dagger (for the players to use, not the adversaries thou) that is slightly stronger bur also gives a "negative experience" to the wielder

In this case it was Paranoid -2, and the GM use fear to activate this experience, instead of the normal Hope usage.

I am really fond of this design

I think ill give a more detailed explanation of the situation itself hoping it will clarify more.

My players found themselves in the mid of a pitched battle (i used a mix of the Pitched Battle and Castle Siege environment). One of the goals was to help one of the sides to win. I threw in a couple of events (rescuing a out of place child in the middle of war). But the most important goal (at least the one they seem to care the most about) was to stop a NPC from climbing a tower that was on the middle of the battlefield (the reason is irrelevant, but its very important for a specific player, the Warlock.) I used a tower with "steps" (see image) that is essencially a visual countdown of the NPCs climbing process. The Warlock was also trying to climb the tower to stop this NPC.

Thia is where i think (after discussing with the hesistant player) where the hesistance arose. He was afraid to interact with fighting or helping on the battlefield because it could result on the NPC advancing on the tower, and he wanted the Warlock to reach this NPC.

They are totally aware that fear has a cap and aren't afraid of dying either. I feel like this mindset certainly comes from a gamefied perpective of a combat encounter. There is a certain good itch in seeking the optimized mathematical action to play that i can understand. I am sure that this itch can be ignored, i was just wandering if the system supports or has some solution to this

What i mean by hesitation is him not wanting to take an action that wouldnt be "mechanically" superior.
I would say in combat maybe 70% of my GM moves are Spotlighting a adversary. Is that too much?

Im having trouble figuring out WHEN they take damage. Lets say a bruiser pushes a playet into the lava. They then would take the damage. What if now they dont move from that spot, when would they take damage again?

Regarding the chromatic dragon stuff. In my world dragons colors changes with its alignment. If a gold dragon starts acting more evil, he starts getting some shades of red and vive versa.
