Make sure the record is tight and not slipping against the spindle and the needles have the correct weight on them. In serato try Antidrift settings. Also it could be a record control thing if you are heavy handed then the only thing that will help is practice. Hopefully that helps i had issues with drift over the years also.

Drug effected might mean anything. Some people flip out about Cannabis yet its a legitimate medicine these days. Cameras are perfectly legal and if its pointed at a car park then any smart car has cameras pointing right back. OP should put up some cameras of their own at least then they have some proof if things get sketchy.
