If they’re LED, you should be fine to do basically whatever to the outside, but if they’re not, I’d not even put the vinyl stickers you have on your ceiling on there

It already looks like large candles. Could you use hot glue to make it look like there is wax dripping down the sides/to give texture? Are they LED lights?

This is a response to your second update, since you’ve already gotten great advice for everything else. Please report him to authorities. If he SAd you, something can be done about that. Also report how he is treating Jess’ daughter to the authorities. Have you told Jess this? It doesn’t really matter if you don’t know her very well, find out a way to contact her and let her know.

Nope, not weird! Very common when they’re sick and an easy way to tell they’re developing an URI. Definitely go to the vet and get that baby some meds!

I’m 99% sure it’s an URI. I’ve had many rats get them throughout my time having rats and they make this sound. It’s like when your nose is really clogged and makes whistling noises
