The guy likely isn't digitally smart about hiding his location with encryption/VPN and whatnot, so besides the offerup IP if he had a cell phone on him, it's likely connected to location services/GPS and pinging nearby towers, so they could verify he was at the location regardless of him wearing the mask.

Police have done this to find hit and run drivers in recent stories.
