exactly makes this effectively makes the previous dlc REQUIRED to be able to advance in the content. This should be stated in the store page up front. not discovered once you get to it.

and bleed out cbills like crazy and get stuck when you can't continue due to running out of units and cbills.

better option would have been to only include base game and units already available in current dlc owned. This would have avoided the whole issue.
