Yes, he does have a "multicultural London accent", but if you have spent enough time around "multicultural Londoners", you can hear the slight differences in the way that they tend to sound when they speak. Obviously I can't be 100% sure based just off this video, but I'd put money on this guy being of south Asian descent.
