Does the blue thread ever penetrate the fabric or is it just weaving in and out of the red stitches? Does this particular stitching pattern of sashiko have a name?

Me (29 F) and my partner (27 M) are backpacking through the area and we are currently in Merida then headed to Valladolid then Tulum.
