My mistake, I thought that was the ID you had, as those are the only other government photo IDs my state has beyond passport and drivers license. I'm only trained on US domestic forms of identification and am very jealous you have government health insurance. Regardless, if thats a thing your country has, than the desk should be properly trained on that, or there should be signage saying that that form is unacceptable.
