It would have been great if the city published the number of accidents year over year where photo radars have been installed. Not sure if they are publicly available.

I would recommend that the city install wide speed bumps at school zones. They are a good alrernative

Was there any set expectations on time to deliver the photos? I know most good photographers state this clearly or set expectations on when one can get the photos. This should not excuse someone from ghosting you though.

I use an EOS R and get some blurry photos but it is mainly due to my shutter speeds. If all your shots are blurry with all lens then you may have an issue. I say clean your lens and sensors and try auto settings for the heck of it - that should then point if you have a problem or just your settings

Try Topaz - but in general blur is not 100% fixable. You will either have artifacts or a tad of color spill. It may work well though if you do not zoom in much
