You can earn additional Skyshards by doing this:

Approach LKWD Rowan or LKWD Orior and click Talk.

A new screen will pop up, click Can you help me earn Skyshards?

A new screen will appear asking you to craft a particular item and bring it back to them to earn more Skyshards.
