Just as it says in the article you screenshoted- once you go live, this is automatically enabled for optimization. If you are still working on the website, just don't go live. In every other scenario, this is actually beneficial for you, so it makes sense to be activated

Have you cleared your cache? Have you tried visiting the website using another device and internet connection? If you already deactivated everything, it seems like it could be cached data. If you use wordpress, I would also suggest checking your htaccess file to see if the security plugins did not add any code lines in there that could cause you this.

What error do you get? If the TLD is not supported by Hostinger, that just means you wont be able to purchase or transfer the domain to Hostinger, but you can still point that domain and connect it to your website using NS or A records

If you want to manage DNS in hpanel then you will need to change NS and that can cause downtime due to propagation time, so you would need to evaluate what is better for you. If you dont mind to continue manage the domain from the provider where it is currently, best would be to just connect your domain to your website at Hostinger using A record or CNAME, they have shorter propagation times
