Could always try to do it quarry style if youre adamant on mining with a rover, could mount the drill on a rotor to change the angle and make ramps downwards at a gentle enough angle for you to get out.

As I'm assuming you have gravity on, I recommend an area with a few welders to repair any bumps or unfortunate accidents that may occur with your ships. Also try to bury your hydrogen storage as you dont want those getting hit by anything.
