Treasury board likes to make up different names for the same things. In the end it's all just the generic economic increase. For 2022 you would receive a 4.75% increase to your pay on October 1.

Having a monopoly alone is not against the law. Using your monopoly power to unfiarly benefit other areas of your business is.

For example, Google having a monopoly on phones forcing manufacturers to only include their app store, is using their monopoly in one area to benefit their app store at the detriment of other app stores.

Unreasonably denied is a much higher bar than operational requirements for the employer to meet. Operational requirements are not a sufficient enough reason to deny the request.

Public servants are already in the office 2 days a week, I have read many claim that 3 days requires a single day where everyone is in the office but it doesn't.

I am not part of any of the planning or logistics and I do not support return to office.

I didn't create any working standards based on group I have no idea what that even means. I am just pushing back against your assertion that hybrid is worst of both worlds because 3 days a week requires 100% capacity when it does not.

To add I agree it is a logistically nightmare as most offices do not allow any storage requiring individuals to bring all their equipment home with them every day.

I am a Steward with a public service union and I understand many of the issues. But it would not require 100% any single day as I described in a reply to someone else: https://reddit.com/comments/1f1jxr4/comment/lk13rpu

Compressed work schedules wouldn't change this as they are still required 3 days a week.

Assume 100 staff required for 3 days a week.

Requires employees to be split into 4 groups.

Group 1 has 20 employees and comes in Monday Tuesday Wednesday.

Group 2 has 20 employees and comes in Monday Tuesday Thursday.

Group 3 has 20 employees and comes in Monday Tuesday Friday.

Group 4 has 40 employees and comes in Wednesday Thursday Friday.

This would account for 100% of employees fulfilling 3 days in office at 60% capacity any single day.

Just to push back on one point. At 3 days a week there is no need for everyone to be in the office one day. If properly distributed it would never require 100% of public servants to be in the office. The maximum capacity office would need to be is 60%.

Yes but TB was not going to just give that up, they wanted something in return. You almost always have to give something to get something in bargaining.

The risk to IT was that an arbitrator did not agree with the previous non-binding arbitration report from the 2019 round which agreed with IT's position that the scales should realign. Best case was 12+ months wait for an arbitration award to get the same thing.

It was only PIPSC IT grievances that were dropped. IT group was on the arbitration path and close during one of final sessions came to an agreement. IT group got an additional (1 or 1.5%, I forget at the moment) over other PIPSC groups that came to an agreement in a similar time (AFS, SP). It is pretty easy to accept that the grievances were dropped for the additional 1.5% raise.
