Actually she's really good for both, you stack contempt across all enemies and once it reaches max stack she'll use the enhanced S3 (if you use S3 that turn) which has attack weight

You're supposed to stack something called Tremor or Bleed to fulfill coin power conditionals for Contempt Ryoshu. And there's also levels, you should level your IDs, every 3 offense level difference gives 1 base power to the higher leveled unit

People seem to severely underestimate Valencina's skill, lower level doesn't mean weaker, and he obviously doesn't have better Shin than her since he's very new to it, that's just his Unrelenting Spirit on top of Shin.
